Introduction
ELMIsystems S.A., with many years of experience and expertise in software solutions that address business needs in tax compliance, offers the Parochos Online service through its subsidiary, PAROCHOS S.A., a Certified Electronic Invoicing Service Provider (E.I.S.P.). Parochos Online is a comprehensive, fully automated, secure, and reliable e-invoicing service for all types of transactions (B2G with the public sector, B2B, and B2C), ensuring a smooth transition
for companies toward digital transformation.
The need to find a reliable electronic invoicing provider becomes imperative, as e-invoicing will become mandatory for business-to-business (B2B) transactions from February 2, 2026 and October 1, 2026, to be implemented in two phases, according to the Independent Authority for Public Revenue (AADE).
- Phase 1: Includes all businesses with a turnover above €1,000,000. The mandatory adoption for these businesses is until December 31, 2025, with incentives available from January 1, 2025, to October 31, 2025.
- Phase 2: Includes all other businesses, for which mandatory adoption is until September 30, 2026, with incentives available from January 1, 2026, to July 31, 2026.
- Gradual Implementation: In all cases, there is a three-month gradual implementation period to resolve any issues without losing the incentives. For Phase 1, this gradual period is until March 31, 2026, and for Phase 2, until December 31, 2026.

What is an Electronic Invoicing Service Provider?
Electronic Invoicing Service Providers have been active in the Greek market since 2006. However, with Decision A.1017 / 2020, a new operational framework was established, elevating Electronic Invoicing Service Providers (E.I.S.P.) into key pillars of the digital transformation taking place in Greece in recent years.
Under this new e-invoicing framework, providers issue and transmit electronic documents on behalf of the liable entities, upon their request. In addition, security measures are implemented to ensure the integrity and authenticity of the transmitted data, as well as the smooth and uninterrupted operation of the providers’ services.
Key Obligations of an Electronic Invoicing Service Provider
An Electronic Invoicing Service Provider must:
- Maintain a documented and certified security policy, compliant with international ISO standards.
- Employ qualified technical personnel and operate an appropriate service network.
- Ensure financial soundness and data storage within the EU, in full compliance with GDPR requirements.
Who Can Benefit from E-Invoicing Services
Electronic Invoicing Service Providers (E.I.S.P.) cater to a wide range of businesses and
organizations operating in the Greek market, including:
- Companies: Small, medium, and large enterprises across various sectors such as commerce, manufacturing, services, tourism, and more.
- Public Sector: Government bodies, municipalities, hospitals, schools, and other public institutions.
- Decentralized Entities: Regional authorities and other autonomous organizations.
- Freelancers: Independent professionals such as lawyers, doctors, accountants, and others.
The purpose of Electronic Invoicing Service Providers (E.I.S.P.) is to deliver e-invoicing services that ensure the reliability, security, and ease of management of invoices and other electronic documents for businesses and organizations.

Key Features
The transmission of e-invoicing documents is carried out under the responsibility of the Provider, in real time and automatically upon the issuance of each document.
Before submission to the tax authority’s platform, all electronic invoices to be issued undergo a series of basic validation checks within the Parochos Online application.
Once a document has been successfully transmitted, it is assigned a Unique Registration Number (MARK), an Authenticity Code, and a Unique Identifier (UID) – all of which must accompany every invoice.
E-invoicing through the Parochos Online platform enhances the reliability and transparency of transactions, as the authenticity of each document can be verified directly on the Parochos website.
- Data receipt (B2B, B2G, B2C revenues, including revenue categories) is performed via REST API, according to the detailed specifications that will be provided.
- The document is digitally authenticated.
- It is marked with:
- Authentication Series Number
- Unique Registration Number (M.A.R.K.)
- Document Identifier, as defined in Annex B of Ministerial Decision A.1035 (Government Gazette B 551/2020)
- QR Code
- Provider’s website name and address
- It is transmitted to the Independent Authority for Public Revenue (AADE).
- It is archived by the Provider for 5 years.
E-Invoicing for the Public Sector (B2G)
When an electronic invoice is issued under Public Procurement Contracts, and your organization is a supplier to the Hellenic Government, the invoice is sent electronically to the Greek Government via the Peppol network and the Interoperability Center (KED) of the Ministry of Digital Governance, where the necessary data are validated.
Specifically, the following are verified:
- Mandatory fields of the document
- Accuracy of the Tax Identification Numbers (TINs) of the buyer, seller, and legal representative
- Information related to the public contract (ADA, Reference Number, ADAM)
If the verification confirms the accuracy of the above information, a tax summary is then
submitted to the MyData service of the Independent Authority for Public Revenue (AADE).
